AOF Management Team

Phil has served as President of AOF since 1991 and has over 40 years of experience in the affordable housing industry. During his time with AOF, he has been responsible for the acquisition and refinancing of projects utilizing LIHTC, tax-exempt bonds, HUD 236/IRP, HOME and FHLB funds, as well as Fannie Mae/Freddie Mac, HUD 223(f) and conventional loans. From 1983 to 1995 he was the Director and Chief Operating Officer of Housing Systems, Inc., a privately-owned corporation which owned and managed more than 5,000 affordable housing units financed primarily through loans subsidized under various HUD programs. Phil was responsible for the conception, acquisition, financing and management of the corporations numerous projects.

Kathy has over 20 years experience in real estate finance and accounting. She joined AOF full time in 2008 and is President of three of AOF’s subordinate entities. She also sits on the Advisory Board of CARE, a Kennesaw State University organization that works with homeless students as well as those aging out of foster care. Prior to joining AOF, she worked as an independent contractor performing various financial services for clients in the affordable housing industry including audits of multi-family housing entities, analysis of financial statements and due diligence on potential acquisitions. She also performed litigation support work relating to the valuation of businesses and estates. Prior to 2002 she worked for various CPA firms in the metro Atlanta area.

Board of Trustees

Allison is an industry leader in innovative tax-exempt bond and loan structures for 4% LIHTC deals. As a public finance attorney and a partner at the office of Tiber Hudson LLC, Allison has participated in the issuance of approximately $8.5 billion of bonds involving financing structures including FHA/GNMA, Fannie Mae, Freddie Mac, USDA, and private placement transactions for new construction, sub rehab, and preservation deals in rural and urban markets. Prior to practicing law, Allison worked in multifamily development throughout the Southeast, where she managed the development of over 2,400 market rate, active adult, and affordable housing units.

Robert retired from Prudential Private Capital (“PPC”) in 2024. Over his 38 year career with PPC, Robert progressed from serving as a Vice President managing corporate investments in the Southeastern United States to Executive Managing Director and Co-Head managing the firm’s Corporate Finance investments in North America. In addition, he managed PPC’s Syndication and Placement activities, and the firm’s Asset Finance businesses. He also served as a Partner of Prudential Capital Partners’ Junior Capital Limited Partnerships, and Founding Partner of PPC’s Direct Lending Limited Partnerships.

Ruben Brooks is currently the Chief Operating Officer at Atlanta Beltline. Prior, he spent over nineteen years at Fannie Mae in a variety of leadership positions including Director of Multifamily Affordable Housing. Ruben is a member of the City of Atlanta's Affordable Housing Commission, serves as Chairman of the Board of Directors of AnnMarie Community Partners, sits on the Board of Directors of Junior Achievement of Georgia and is a graduate of Leadership Atlanta's Class of 2015.

Will is the Chief Executive Officer of Rice Capital Access Program, LLC (Rice), with more than 30 years of public finance experience. At Rice, Will oversees the HBCU Capital Financing Program to help HBCUs finance important capital projects at the lowest cost of borrowing in today’s difficult credit environment. Prior to working at Rice, Will worked with Public Financial Management as a Senior Managing Consultant in the Atlanta office, responsible for providing technical and analytical support to municipalities and state agencies throughout the Southeast.

Jack has been a member of AOF’s board since its formation in 1983. He found a multifamily development company as well as a management company that focusedsoley on affordable housing. He holds a Masters degree in real estate and finance from American University.
